The profile state Duma Committee again recommended the adoption of the second reading of the bill on Amateur fishing. The document was removed nominal fishing and limited fishing areas.
The state Duma Committee on natural resources, property and land relations on 7 November considered prepared for the second reading the bill “On recreational fishing and on amendments to certain legislative acts of the Russian Federation”.
The Chairman of the Committee Nikolay Nikolaev reminded that the history of the bill extends to 2013, when it was adopted in the first reading. Then the document had a lot of issues, which hindered its further passage, but as a result of lengthy discussions, including public forums, managed to find “a consensus”.
As the correspondent of Fishnews, one compromise solution was the failure from the initial concept to the widespread introduction of fishing grounds – they left in some areas of the North, Siberia and the Far East and only for valuable species of fish. Such, for example as salmon, trout, Chinook salmon, Baikal omul.
According to Nikolay Nikolaeva, the fishing grounds in the North doing essentially an environmental service. “Where such fisheries is not, for example, on the Kola Peninsula, where the fish is already there, – said the Deputy. – Very well, what we have provided is still the exclusion of these areas from the ban. In accordance with the final version turns out that all RPU finish its work on 31 December 2020, excluding areas in the North, Siberia and the far East that are cultivated listed rare species of fish”. Nikolay Nikolaev added that the amendments provide for renewal, including areas for further exploitation.
The second stumbling block, according to the head of the Committee, was the so-called fish-cards, or personalized certificates for citizens wishing to catch certain kinds of fish. According to deputies, the mechanism of such permits is not entirely clear and suggests that in different regions the list of types of fish that can be extracted under permits, will be different. Therefore, in the new edition of the fish cards abandoned. “We have in General such mechanisms as the rules of the fishery that works”, – said Nikolai Nikolaev.
According to the Committee, the bill is determined that recreational fishing is subject to rules and restrictions established by the Ministry of agriculture, and in some cases regional authorities. To use a network are allowed only in areas of the North, Siberia and the Far East and only when catching fish for their personal needs. This network will be individually marked in the territorial directorates of the Agency and accounted for in a special register.
Restrictions have also been imposed on recreational fishing if the pond is used for aquaculture. Prohibited turnover gillnets and spearfishing with the use of individual electronic means of detecting fish under water.
Present at the meeting, the representatives of the Ministry of agriculture and the Federal fisheries Agency supported the amendments. According to voting results, the Committee recommended the adoption of the bill on second reading and to include it in the order of work of the state Duma on November 13.
