To care and attention when moving across the ice of water bodies urged drivers of vehicles and pedestrians management of civil protection of the city of Vladimir. The warning was issued on 8 December on the official website of the city administration.
Citizens are reminded that the intersection of the water parcel on the ice outside a specially equipped crossings or in a place where there are prohibiting signs, very dangerous and, in addition, is punishable by a fine of 800 to 4000 rubles, according to the law of Vladimir region from 14.02.2003 No. 11-OZ “About administrative offences in the Vladimir region” in terms of violation of rules of protection of life of people on water objects. For officials such violation will result in a fine of 2,000 to 10,000, and for legal entities — from 15 000 to 75 000 rubles.
Banned for mass recreation on the ice and ice fishing is declared “on the river Klyazma in the field of water intake of the branch “Vladimir” JSC “T Plus” (TPP), MUP “Vladimirvodokanal”, dumping the water of the branch “Vladimir” JSC “T Plus” to the river of Klyazma, the confluence of the river Rpen to the river of Klyazma water intake orgtrud, as well as in the area of the siphon intake from dam reservoir Sodisca,” warns the Department of civil protection. The office also reminds citizens about safe for traffic, the thickness of the ice ponds. For a pedestrian it is not less than 7 centimetres for skating rinks — more than 12. Organized pedestrian crossing needs to have the ice thickness over 15 cm, and automotive — more than 30 cm.
Recall that in rivers and other bodies of water, underground keys and a strong current can create gullies, even in the severe cold. So, another tragedy almost happened in Balashikha on 6 December this year when 12-year-old, “trying the strength of” coastal ice on the Pekhorka river, slipped and, as the river was frozen over not the whole, fell into the water and he was dragged over. The boy was saved, but it was necessary to call rescuers: the ice was too thin and the attempts of passersby to pull the child ashore was not successful.
We also recall that in St. Petersburg has already levied the first fines for violations of the prohibition of going out on the ice ponds.
