The fishermen of Primorye no way to deliver to the counter cheap fish
Coastal fishermen are willing to put in the stores the required number of socially important fish at cost, however, they lack the necessary logistics infrastructure and transport. This was stated by the participants of the meeting of the Board of the Association of fishery enterprises of Primorye (ARPP) 18 October, reports Corr. IA PrimaMedia. The President of the ARPP Georgy Martynov is confident that the issue with delivery and storage of fish should connect and regional authorities.
Recall that the acting Governor of Primorsky Krai Oleg Kozhemyako, speaking on October 4 at the plenary session of the XIII International Congress of fishermen in Vladivostok and placed it in front of a fishing community in the region with the task to provide the population with affordable and quality fish. According to the head of the region, fishing companies registered in the region, are encouraged to take on obligations to supply the domestic market of Primorye 5-10% of the catch of socially significant aquatic species — that is, Pollock, navaga, flounder, cod, squid, herring, salmon — at cost. In turn, the retail network needs to limit their margins on these products up to 15-25% of the wholesale price. The link between fishermen and retail for arrangements should be the business enterprises it is the fishermen, especially the Association of fishery enterprises of Primorye (ARPP).
The companies included in the ARPP, supported the initiative of the head of the region, however, without the help of the regional authorities and the active participation of retailers in the process to realize it, the fishermen will be difficult. To discuss the problems with shipping and storing fish at a meeting of the Board ARPP specially invited representatives of the two relevant departments – fisheries and trade.
Salmon, flounder, navaga, herring, cod, squid, Pollock, according to experts, this is the product that is in demand from the population and should be sold in stores at affordable prices. According to the Deputy Director of the Department of trade and licensing of the regional administration Yana Mazzarino, preliminary talks with retailers in the region have been conducted, agreements were reached on the restriction of trade margins of 15%. The main condition for retailers — to purchase price from the seaside fishermen was low. Mozzherina also noted that the agreement on cooperation between networks and local agricultural producers have been allowed to consolidate social prices for dairy products. This experience of direct deliveries can be a starting point in the relationship of retailers with the fishermen.
The analysis of consumer demand shows that indeed for the domestic market of the region quite just 5-10% of the catches of seaside fishermen. Representatives of the fishing community said that they are willing to put in the network the required number of socially significant products at the lowest prices, but have neither the necessary resources nor competencies. Assessment of fishermen, the issue of delivery of products “from the bead to the counter” – the main, which now must be solved in order to remove raising prices of intermediaries. Still, the task of the fisherman is to catch fish, and if the edge was the logistics centre, the transport costs would be distributed between the fisherman and distribution network.
“If we have a car, then you need to re also in the transport company. Necessary checkups, medical checkups, special requirements, additional people, — said the head of the company “Fisherman’s path” Vladimir Lebedev. — Here we need help, alone, fishermen can’t handle. Networks require a certain number of fish at a certain time, we can not provide. We could put in school gardens fish at a very low price, and participated in tenders, but to fulfill the conditions we can not physically. We can supply only through an intermediary, and he goes shopping. Retailers themselves won’t take away”.
It is worth noting that in 2017 the company “Fisherman’s path” in the domestic market sold 38 tons of steam fish and 492 tons of frozen. In stock — flounder, navaga, Atka mackerel, Pollock, bull. But to sell the catches obtained until either in their stalls or through those intermediaries.
The representative of the company “Vostokinvest” spoke about his experience of cooperation with retail chains in the Khabarovsk territory, where the fishermen also set the task to provide the population with inexpensive fish, particularly salmon.
“Previously, all the fishermen may have counted the cost and have transferred data to the authorities, those in turn made the analysis and recommended that the average cost at which all companies must deliver their fish. The traffic load we have distributed networks, but this requires a logistics center. We bring back fish, and the networks themselves in its stores dispense the required amount. Just so happens to avoid intermediaries and to reduce transportation costs, which largely affect the retail price,” said the Chairman of the Board of Directors of “Vostokinvest” Olga Belkova.
Representatives of the Department of trade and licensing noted that some retailers have storage facilities for fish, but again the question remains delivery retailers also, not everyone has private transport.
A participant of the meeting, the head of one of the companies working exclusively for the domestic market, has raised another issue relevant to retailers is the quality of the fish. Often stores do not comply with the storage and presentation of fish products becoming unattractive. Representatives of industry associations drew the attention of the authorities that the authorities should monitor this issue, otherwise there is no point of supply. After all, the task is to provide the population not only cheap but also quality products.
Vice-President of the Association Alexander Vaskov remembered the Soviet experience, when the fish in the shops distributed “Describedby”, which were special refrigerators, and products were stored in accordance with the regulations. Head of the ARPP, in turn, Georgy Martynov said that in Primorye is a specialized enterprise GOSPODARSTVO, which is subject to the administration of the region, and because the right equipment there, it would come as a logistics center for storing fish.
“We exchanged views, and, most importantly, we realized that the fishermen were no objections to the supply. There were proposals to calculate the cost, and we will do it, will send the information to the Department of fisheries for analysis. We also intend to continue discussions with the authorities the issue of creation Vladivostok logistics center for the storage of fish. All fishermen agree that it is vital for us”, — concluded Georgy Martynov.
Also, the President of ARPP invited representatives of relevant departments to discuss the issue of providing the population with available fish at the level of the initiator of the project — acting Primorye territory Governor Oleg Kozhemyako. And so the conversation was more detailed, this time companies will try to conclude with networking first contracts for direct supply of fish at cost.
