The state Duma adopted a law limiting access to bodies of water within the boundaries of the conservation areas
MOSCOW, December 19. /TASS/. The state Duma meeting on Wednesday adopted in the third final reading the bill about restriction of access to water bodies located in the territories of museums-reserves. The initiative was introduced by a group of senators headed by the speaker of the upper chamber of Parliament Valentina Matvienko in April 2017.
According to the Water code of the Russian Federation, every citizen now has access to water objects of common use and may be free to use them for personal and domestic needs, unless otherwise stipulated by Federal laws. At the same time, the authors of the bill, unrestricted access to water bodies located on the territory of nature reserves poses a threat to their safety and prevent excursions. To overcome such situations, amendments to the Water code and the Federal law “About Museum Fund of the Russian Federation and museums in Russian Federation”.
The bill establishes that the museums are able to set usage patterns and access located in their territory and adjacent water bodies and the foreshore. The same applies to the rules of conduct of visitors on the reserve and adjoining foreshore.
