The state Duma adopted a new law on Amateur fishing
The state Duma on 12 December 2018 adopted a law on Amateur fishing. The law establishes the right of fishing on free fishing. The new law allows all citizens to exercise free recreational fishing on reservoirs of common use. This rule does not apply to ponds provided for recreational activities.
The law prohibits the use of electric and Gill nets, chemicals and explosives. Enter the daily rate of catch for one person.
The main provision of the law is the abolition of the fishing grounds allocated for recreational fishing. That they had the most complaints, as about 80 per cent of water bodies were not available for recreational fishing.
Activities fishing grounds allocated for the organization of recreational fishing ends on 31 December 2020. After this period they should be eliminated.
All networks in cases where they are allowed to use, must be marked in the territorial bodies of the Agency and entered in a special register.
The law introduces a ban on the combination of recreational fishing and aquaculture in one pond. This measure, according to the legislator, will prevent the occurrence of possible Norov between anglers and entrepreneurs.
When underwater hunting is not allowed use of electronic devices for finding fish. In locations designated for public recreation, spearfishing is prohibited.
The nominal license for the anglers are not introduced – recreational fishing will continue to be free. The fishing grounds are only saved about valuable fish species.
The law will take effect from 1 January 2020.
